According to the logistics service development plan in Hanoi, the city will undertake 5 key tasks, including specifying the planning of logistics centers and infrastructure serving logistics services in the area; reviewing and supplementing the plan for building centralized import-export goods inspection points in the city.
In 2024, the city will start the construction of 2 dry ports ICD in Co Bi commune (Gia Lam district, Hanoi) and Duc Thuong commune (Hoai Duc district, Hanoi).
The city also identifies the specific locations, boundaries, and areas of 2 logistics centers (in Phu Xuyen and Soc Son districts); complete the investment procedures for an international container port (in Co Bi and Dang Xa communes, Gia Lam district). Continue to actively call for and promote investment in logistics service infrastructure projects according to the approved plan.
Implementing the review and evaluation of investment for 9 logistics service infrastructure development projects in the area, the locations for investors to study and propose projects according to the Logistics Management and Development Plan in the city until 2025 approved by the City People's Committee.
Guiding the development of logistics service infrastructure in the city by allocating land funds; maximizing potential and resources to build and efficiently operate logistics infrastructure.
Continue researching and building appropriately scaled logistics centers on beltways, connecting cargo hubs, consolidation warehouses, and distribution centers in areas with concentrated production, agriculture, industry, and industrial zones. To achieve these goals, the Hanoi People's Committee will collaborate with the Ministry of Transport and other relevant ministries to study mechanisms for combining funds, focusing on mobilizing social resources to boost investment in port facilities, airports, railways, waterways, roads, domestic customs clearance ports, warehouses, and equipment according to the plan, schedule, and roadmap; ensuring a cohesive, modern system that meets Hanoi's logistics development requirements.
Create conditions to organize programs and conferences connecting logistics enterprises, small and medium-sized enterprises using logistics services with companies, and IT experts to receive guidance, training, consulting, support in accessing and investing in technology applications for information management and data transfer, production and ordering, delivery, customs declaration, logistics service software (RFID, Barcode, e-logistics) according to international standards.
According to the Hanoi Department of Industry and Trade, there are approximately 25,000 logistics companies operating in the city. Among them, about 400 companies are using nearly 100 hectares of land for business purposes, renting warehouses, consolidation yards for products, goods, and raw materials awaiting supply, distribution, and consumption.
Currently, Hanoi's logistics companies meet 25% of domestic demand, handle 18% of the total import-export cargo volume, with the remainder carried out by foreign-invested enterprises.
